HAP Regeneration Scheme
In March 2022, planning consent was granted
for the redevelopment of Harriott, Apsley and Pattison Houses,
known as HAP, for the delivery of 412 new homes and the reprovision
of the existing community space. This report is seeking approval on
the use of Section 203 powers of the Housing and Planning Act 2016
(HPA 2016), to expedite the scheme for the purposes of land
transfer matters and to deal with third party rights and easement.
This report is also seeking an in principal approval of using
Compulsory Purchase Order (CPO) powers. A further report will be
presented to Cabinet in late 2024, to make the CPO which will
empower the Council to acquire all land and property interests
within the site boundary (‘Order Land’) necessary to
facilitate the delivery of the scheme.
