Minutes: Deb Clarke, Joint Director of Human Resources, introduced the report informing the Committee that it invited them to review or confirm the arrangements for nominating Members to serve on the Appointments Sub Committee for Chief Officer posts.
The proposed membership of the Appointments Sub Committee for Director level posts should remain at seven Members from a pool of all 51 Members and five Members for Service Head level.
With regard to the political composition of the Sub Committee for Director level posts it was proposed that it should be composed of four Majority Group Members, one Opposition Member, with the other vacancies filled by the Minority Groups on a rotational basis. For Service Head level posts the political composition of the Sub Committee was proposed that it should be composed of three Majority Group Members with the other vacancies filled by the Minority Groups on a rotational basis.
In response to Members questions it was confirmed that the political proportionality for the Appointments Sub Committee was appropriate and that the issues regarding vacancies had been agreed upon.
The Committee agreed that the current arrangements for the appointment of Service Head posts should be maintained.
RESOLVED
That an Appointments Sub Committee be established with the following terms of reference:
To make appointments of chief officers and deputy chief officers in accordance with the Councils Constitution and the Councils Recruitment and Selection Procedures.
That the membership of the Appointments Sub-Committee for Chief Officer (Director level) posts remain at seven Members.
That the political representation of the Sub-Committee be composed of four Majority Group Members, one Opposition Member, with the remaining two vacancies filled by the Minority Groups on a rotational basis.
That there be no change to the membership of the Appointments Sub-Committee for Deputy Chief Officer (Service Head) appointments and that these remain at five Members (three Majority Group Members and two Minority Group Members in rotation). |
