Explanation of Reasons

Information relating to any individual.
Condition:
Information is not exempt information if it relates to proposed development for which the local planning authority may grant itself planning permission pursuant to regulation 3 of the Town and Country Planning General Regulations 1992
Information which-(a)falls within any of paragraphs 1 to 7 above; and (b)is not prevented from being exempt by virtue of paragraph 8 or 9 above, is exempt information if and so long, as in all the circumstances of the case, the public interest in maintaining the exemption outweighs the public interest in disclosing the information
Reason restricted justification
The appendices to this report are not for publication as they contain exempt information relating to any individual as defined in Paragraph 1 of Schedule 12A of the Local Government Act 1972. There is a public interest favouring public access to local authority meetings reflected in the provisions of Part VA of the 1972 Act.
However, in this case, the report contains personal data and is concerned the nomination process for the Freedom of the Borough. There is a public interest in maintaining the confidentiality of this information to maintain the integrity of the process.
On balance having regard to the rights of the individuals concerned, it is
appropriate at this stage of the process that the specific nominations are considered
in private.
