Reason for urgency:
General Exception (Rule 18): To allow the council to complete on the purchase of dwellings in a timely fashion; to manage the risk of the properties no longer being available; to secure the timely expenditure of right to buy receipts which may otherwise have to be returned to HM Treasury with further interest payments.
The Mayor will also be asked to refer the decision to Full Council on 22 November to secure a budget allocation for these acquisitions; if this report is deferred to allow 28 days’ notice, the next scheduled meeting of Council that the report could be considered at is on 17 January 2018
