Extension of Mainstream Grants and Corporate Grants Policy
1. To agree the extension of the Council’s Mainstream Grants (MSG) by seven months to 31 March 2019 for those projects which are performing satisfactorily.
2. To note proposals for developing the future corporate approach to grant funding through a process of co-production.
The extension will allow time for a full co-production process to take place to establish a new programme to succeed the current MSG. It will also bring the new programme into line with the financial year which will assist budget planning for both the Council and funded organisations.
If this matter is considered at a later date there is a risk that there will be insufficient time for the co-production process or there may be a gap in provision between the current date for the MSG to end on 31 August 2018 and the commencement of the new programme.

Consultation process
The report proposes that both the corporate grants policy and the successor funding programme to the current mainstream grants are developed through a process of co-production with all stakeholders, particularly the Voluntary and Community Sector.
The co-production process commence during the autumn for both the corporate grants policy and the new mainstream grants programme. The main reason for seeking the Grants Determination Sub Committee’s agreement for the extension of the current programme is to allow sufficient time for the co-production of the new programme.
The decision to extend the current Mainstream Grants Programme does not require a full equality analysis as extending current grants will not in itself make any changes to current provision. However a full equality analysis will be carried out before the proposals for the new programme are brought back to Members for decision. The new corporate grants policy will also have a full equality analysis when it is brought to Members for decision
The EqIA will be completed in line with the anticipated reports to Members for decision.
