Grant Support to Oxford House (Bethnal Green)
Approval to the provision of a grant in support of the organisations refurbishment project.
To allow the scheme to progress to delivery phase. HLF approval to proceed will not be given until all funding sources are in place and secured.
Reasons for urgency
The Heritage lottery Funding has been approved and the project cannot now proceed until final confirmation of all funding sources has been notified to the HLF. The Council funding is the final source to be confirmed. The IDSG meeting to agree the S106 funding did not take place until 28 June 2017; this precluded seeking a decision on the grant until that date, and did not enable publication of the report within the statutory publication timescales. Pursuant to Rule 18 of the Access to Information Procedure Rules the Chair of the Overview and Scrutiny Committee has been notified.
If approval is not confirmed there is an increasing risk to the project delivery and the secured funding from HLF.

Reason for urgency:
The Infrastructure Deliver Group met to agree the allocation of S106 resources for this project on 28 June; legal comments attached to that report highlighted that such support would constitute a grant and would therefore need the additional approval of this Committee.
The largest element of funding for the Scheme at Oxford House is from the Heritage Lottery Fund (HLF). They have given their round 2 (final) approval but will not permit work to start until all other funding sources are confirmed as in place. The Council’s funding is the only outstanding element and the scheme cannot proceed until the Council’s final approval has been given.

The key benefits have been discussed with the relevant Divisional Director. In particular the use of spaces for cultural exhibitions ESOL courses and other community uses.
Oxford house has carried out its own consultation across a wide range of stakeholders to inform the development of the scheme.
