Explanation of anticipated restriction:
This report is exempt from publication under the provisions of Paragraph 3 of Part 1 Schedule 12A to the Local Government Act 1972 (as amended).
Paragraph 3 states: ‘Information relating to the financial or business affairs of any particular person (including the authority holding that information)’.
It is considered that the public interest is best served by withholding the exempt information in order to preserve the Council’s financial position in the negotiation of a settlement for costs which is on-going.

Consultation process
The Blackwall Reach Regeneration Project has been subject to extensive resident / stakeholder consultation during the master planning period, during partner procurement and subsequently during the outline pre-planning application design stage, and subsequently by Swan at detailed planning stages. Ongoing engagement has taken the form of regular newsletters and other communications, drop-ins and representative forums and steering groups etc, in addition to the dialogues on decant and property acquisitions. Following the confirmed CPO and other orders for the Phase 1-3 scheme areas, statutory and other communications have been issued, in line with good practice.
No further consultation is required prior to this decision.
