Hostels Commissioning Plan
The paper requires decision on the key reconfiguration proposals for the hostel sector during 2016 - 2019, which will shape the re-tendering of hostels during 2016/2017, when the current hostel contracts come to an end. These contracts begin to expire from the winter 2016, so this decision is needed.

Consultation process
Internally with key stakeholders and Directorates, including DAAT, Housing options, Public Health. Landlords of hostel buildings will be consulted following DMT / CMT. External stakeholders will be consulted on key priorities for service development, following CMT.
Additionally a service users survey will be undertaken, to feed into the development of hostel service specifications, as the plan progresses through the various MAB/ Cabinet stages and this will influence the approach to how services are re-tendered and commissioned (this is an action point in the plan).
