Crisis & Support Grant (Local Welfare Provision) Scheme 2016/17
Consider and decide on options to implement a revised Crisis & Support Grant scheme in 2016/17 which will operate without funding from Government while still responding to cases of urgent need and hardship.
The Crisis & Support Grant (Local Welfare Provision) scheme was introduced in April 2013 following devolving of social fund budgets from the DWP to local authorities. The scheme supports individuals and families facing financial emergencies and crises.
The scheme is currently funded by DCLG grant as part of the annual Local Government Financial Settlement. However funding was cut by 50% for 2015/16 and it is anticipated the funding will cease for 2016/17, although confirmation of this is unlikely before the provisional LGFS expected to be announced in November/December.
The Council will therefore need to consider options for continuing the scheme in 2016/17 and future years without central Government funding.
