Award of contracts for the delivery of (i) the Health Visiting Service and (ii) the Family Nurse Partnership to commence on 1st April 2016
Award of the service contracts for Health Visiting and Family Nurse Partnership to new providers following the completion of a tender process.
A contract for the Health Visiting and Family Nurse partnership was novated to the Council on 1st October 2015 but the contract ends on 31st March 2016. Procurement has been carried out in accordance with Council procurement procedures and contract awards are now being recommended. It is essential for service continuity that the new contracts can commence on 1st April and as this is a critical service an adequate mobilisation period is required to enable the TUPE transfer of staff to be completed and for robust operational arrangements to be put in place.

Reason for urgency:
The Health Visiting and Family Nurse Partnership contracts were included in the Forward Plan report that went to them Cabinet on 28th July 2015. Cabinet resolved that: award of all the contracts listed should be individually presented to future Cabinet meetings for decision, unless urgency requires that an individual mayoral decision be sought.
The tender process has been completed for both services. A three month mobilisation period is required to enable the new Health Visiting and Family Nurse Partnership services to commence on 1st April 2016.To delay the award of the contract until the Cabinet meeting in January 2016 would have a serious impact on the mobilisation time available and potentially jeopardise the ability of the new service to commence on 1st April 2016.

Full consultation of stakeholders was carried out prior to the commencement of the procurement and in order to inform the specifications for both services.
Has an Equality Analysis been carried out and if so the result of this Assessment?: No. Equality issues were explored through the pre-procurement stakeholder engagement. The Health Visiting service is a universal service that provides additional tiered support that is aimed at the more vulnerable families. The Family Nurse Partnership is an additional service that works with teenage mothers and fathers and the international evidence shows that this makes a contribution to reduction of health inequalities.
