Agree to reinstate the delegated authority of the Head of Service for the Housing Options Service to define and agree rates for incentives, in advance as mechanisms to tackle the severe overcrowding that exists in the borough and help tenants wanting to downsize move.

Consultation process
Feedback obtained from tenants wishing to downsize, during home visits undertaken by the project officer, found tenants, especially, elderly and those considered vulnerable would prefer practical help i.e. packaging and/or removals service rather than cash incentive, which is why the council provides a removal, and if appropriate, a packaging service for tenants downsizing.
