Authorise the setting up and the implementation of a Local Affordable Housing Grant
The borough holds unallocated £25.4m RTB receipts to be spent by Quarter one of 2018/19. If this is not spent, the Council would need to return the RTB receipts to central government incurring compounded interest of 4% above base rate.

Consultation process
Some headline consultation on the principle has taken place with the Tower Hamlets Housing Forum (THHF) which includes development partners who hold stock in the borough and who are actively engaged in working with LBTH at the THHF Quarterly Meeting.
Has an Equality Analysis been carried out and if so the result of this Assessment?: The wider Development Programme which includes the schemes to be funded through the Right To Buy Receipts requires an EqIA to be undertaken. This will be undertaken in the process of consultation around the development sites and it is not required for the EqIA to be carried out prior to the decision being made
