Reason for urgency:
The Council holds £991k that is legally required to be spent on social and community infrastructure within the Isle of Dogs.
The East End Community Foundation (formerly Isle of Dogs Community Foundation - IDCF) have specifically requested release of the money to safeguard community services, particularly in times of cuts and increasing pressure from the growing population. Lack of budget certainty over future programmes is impacting on voluntary sector groups.

Consultation process
Following the identification of £5.33 million of community and social infrastructure (in response to the MQ Master Plan 2000) Cabinet (7th September 2005) approved the IDCF as the delivery agent for Millennium Quarter (MQ) Section 106 social and community resources. Extensive consultation took place as part of this process with local residents, business community and the IDCF to identify appropriate projects to be delivered with these resources.
Following the merger of the IDCF and Katharine and Shadwell Trust in October 2012 to become the East End Community Foundation (EECF) Legal Services have been consulted to confirm the process to transfer rights to another party. It has been concluded that as the objectives of the new organisation remain the same, the EECF can enter into an Endowment Agreement with the Council to form a new contract under which the relationship can operate and be monitored and managed.
The EECF have been consulted to confirm they are happy with this arrangement and ensure their aspiration for the release of funds continues to be aligned to the delivery of social and community infrastructure within the originally defined area and will meet objectives within the Community Plan. In addition, the organisation has completed a Pre-Qualification Questionnaire (PQQ) to confirm financial robustness.
S106 contributions are required to be spent in accordance with the legal agreement in which they are secured. The Riverside South s106 agreement specifically names the IDCF as the recipient organisation. The Council has consulted the developer, Canary Wharf Group, and received formal confirmation they are happy for funds to be released to the EECF.
