Shipton House And Sue Starkey House Extra Care Service Contract Award
To:
1. Agree the award of a contract for the provision of care and support services at Shipton House and Sue Starkey House extra care sheltered schemes; and
2. Enable the contract to be awarded sufficiently in advance of the required contract start date of 19 October 2015 to allow the successful bidder to complete necessary contract mobilisation tasks including statutory consultations with affected employees of the current service provider.

Reason for urgency:
There is a need to award this extra care contract sufficiently in advance of the required contract start date of 19 October to maximise the time available for the successful bidder between contract award and start date. The only feasible option available given the time required to mobilise the new contract, including the statutory timetables attached to any TUPE transfer, is to request an individual Mayoral Decision in accordance with urgency procedures.

Consultation process
Resident Service users and key stakeholders have been consulted in the development of the tender submission. The tender panel included representatives from Community Learning Disability Service and Tower Hamlets Mental Health Care for Older People. Two service users were invited to comment and feedback on the presentations given by bidders to inform the process. An implementation group will be set up to manage the implementation of the new service, which will include key stakeholders. The successful bidder has committed to involving service users, carers and family in the process. |
