Reason for urgency:
Development of the Best Value Action Plan was directed by the Secretary of State for Communities and Local Government on 17th December 2014 with a deadline of three months from the date of the directions. The Commissioners appointed by the Secretary of State have recently determined the processes they wish to follow when making decisions. The decision cannot be delayed due to the deadline in the directions and the risk the Council would be exposed to if this deadline was not met.
