Asset Efficiency Review
1. Note the outline business case (OBC) which details further
viability assessment as requested in February 2013 Cabinet (cab
81/123).
2. Authorise the Corporate Director of Development and Renewal and
Corporate Director Community Localities and Culture, in conjunction
with the Assistant Chief Executive Legal, to enter into a long term
lease for the purpose of a consolidated depot.
3. Authorise officers to proceed with the disposal of the sites
identified within the outline business case in accordance with the
proposed programme to allow for the relocation of services to a
consolidated depot and a new town hall.
4. Authorise officers to proceed with a final financial business
case to provide detailed analysis to satisfy the procurement
appraisal as detailed in the outline business case.
5. Authorise a further £200,000 to be funded from the general
reserve. These funds will take the outputs identified within the
OBC for the site and complete technical, procurement and legal due
diligence. This will allow officers to seek final cabinet approval
through the production and submission of individual final business
cases for the four development sites identified as enabling sites
in accordance with the proposed OBC delivery programme. Noting that
this allocation and that provided in February 2013 cabinet (81/123)
will be a pre-emption on any long term lease arrangements which are
entered into.
6. Authorise officers to adopt a capital estimate and proceed with
the temporary decant proposal for the existing Watts Grove Depot in
the event that a long term lease for a consolidated depot cannot be
secured.
7. Authorise officers to re-use or bring forward disposal proposals
for the sites at Blackwall, Watts
Grove, Commercial Road, Newell St, Jack Dash House, Albert Jacobs
House and Toby Lane. Noting that proposals for Commercial,
Mixed-Use and Housing purposes will be done within the
Council’s planning framework requirements.
