In May 2022 Mayor Rahman made a manifesto pledge to provide Universal Free School Meals (UFSM’s) to all KS3 & KS4 Secondary Pupils. This commitment has since been reflected in LBTH’s Strategic Plan 2022-26 with implementation from September 2023.
This report sets out the recommendations for the delivery of Universal Free School Meals (UFSM) to all Secondary School Pupils.

Consultation process

A Project Initiation Board was established with representatives from LBTH Finance, Public Health, Legal, Comms, Secondary School HT’s, Caterers & External Consultants.
An external catering specialist was commissioned in December 2022 to conduct feasibility studies to determine the implications and capacity of the 22 secondary schools to feed every student a healthy lunch every day. The findings of the feasibility exercise will be presented to the Board on 10th March 2023.
The feasibilities studies will inform the Council’s approach and will include an assessment of current uptake, meal prices, food offer, kitchen production capacity, counter flow and number of tills, restaurant seating and options for additional service points.
A Catering Logistics Forum was set up made up of School Head Teachers and Contract Caterers to consult/discuss/plan the logistics of the project.
A survey will be conducted on Survey Monkey with x students to establish and understand pupil’s eating habits at school and how the offer of free meals would impact them?
A survey will be conducted on Survey Monkey with parents of Secondary school pupils to understand the impact of UFSM on families and the cost-of-living crisis
Conditions of the Grant – A working Group will be set up Schools to consider and debate the proposed conditions of the Grant. The working group was lead by an external consultant and included representatives from LBTH Healthy Lives Team, Public Health, Finance, School Business Manager and Catering Contractors.
