Neighbourhood Planning: Determination of Roman Road Bow Neighbourhood Forum Redesignation Application
Neighbourhood forum designations expire five
years after they are initially granted. The Roman Road Bow
Neighbourhood Forum designation expired on 16 August 2022. The
Forum has submitted an application for the designation to be
renewed. This report assesses the application against the relevant
legislation and guidance.

Consultation process
A public consultation is taking place between
17 November 2022 and 12 January 2023. This is beyond the
statutorily required six weeks, to account for the holiday period.
There is a statutory timeframe which means a decision on the
designation must be made within 13 weeks of the consultation
beginning. Because of this, and the internal Tower Hamlets
reporting timeframes, it is not possible to wait until the
consultation has finished to bring this issue to DLT. At the DLT
and CLT stages, this report therefore recommends that the decision
be moved to the next stage of reporting, and that the final
decision will be conditional on an assessment of the consultation
responses. The CAB report will be accompanied by a consultation
statement as an appendix.
Consultees
All people who have asked to be added to the
planning policy database have been sent an email regarding the
consultation; all local councillors have also been contacted. A
public notice has been placed in the East End Advertiser to reach
further stakeholders.
