The Tower Hamlets Enforcement Officers (THEOs)
can currently enforce the Council’s byelaws but the only
means to do so is by formal prosecution. The byelaws are applicable
in a number of antisocial behavior issues the officers are tasked
to tackle but the prosecution process does not provide a timely,
visible or effective means to support this work. This can be
addressed by authorising the officers to deal with byelaw
enforcement by providing the addition of issuing Fixed Penalty
Notices. It is a timelier means to deal with the ASB that is of
high concern to our residents and additionally, those subject to
enforcement who do not dispute the matter, are able to discharge
their obligation by payment of the fine rather than have to appear
at court.
