Determination of Spitalfields Neighbourhood Forum Application
Neighbourhood forum designations expire five
years after they are initially granted. The Spitalfields
Neighbourhood Forum designation is therefore due to expire on 5
April 2021. The Forum has submitted an application for the
designation to be renewed. This report assesses the application
against the relevant legislation and guidance.

Consultation process
A public consultation is taking place between
3 December 2020 and 22 January 2021. This is beyond the statutorily
required six weeks, to account for the holiday period. There is a
statutory timeframe which means a decision on the designation must
be made within 13 weeks of the consultation beginning. Because of
this, and the internal Tower Hamlets reporting timeframes, it is
not possible to wait until the consultation has finished to bring
this issue to DLT. At the DLT stage, this report therefore
recommends that the decision be moved to the next stage of
reporting, and that the final decision will be conditional on an
assessment of the consultation responses. The CLT report will
provide more detail on consultation responses, and the MAB and CAB
reports will be accompanied by a consultation statement as an
appendix.
Consultees
All people who have asked to be added to the
planning policy database have been sent an email regarding the
consultation; all local councillors have also been contacted. A
public notice has been placed in the East End Advertiser to reach
further stakeholders.
