Report on the Proposal to consult on the amalgamation of Guardian Angels and St Anne’s Primary Schools
This report presents the outcomes of the
preliminary stakeholder consultation (pre-statutory) relating to
the proposal to establish a single two form entry primary school,
through the amalgamation (merger) of Guardian Angels one form entry
and St Anne’s 1 ½ form entry Primary schools from
September 2020.
The report explains the background and reasons for the first stage
of the consultation; the responses received with the views of
parents, pupils, staff and the general public. It recommends for
the Mayor in cabinet to agree to proceed to the next stage of the
process, which would be to issue a statutory notice.
The report includes a summary of representations received and any
responses made; risk and opportunities; officer’s
recommendations; decisions available to the Mayor in
Cabinet.

This decision will be taken under urgency procedures.
Reason for urgency:
An urgent decision is required so that the council can begin the statutory process of consultation on the amalgamation of the two schools, in order to reduce the period of uncertainty for the school community and particularly the staff. A decision to undertake the statutory process of consultation during February, as recommended in this report, will enable a final decision to be made by Cabinet on the 25th of March. This would ensure sufficient time to undertake any subsequent statutory re-organisational processes with staff within an appropriate timeframe and to have staffing in place for the start of the new academic year on the 1st of September 2020. A delay will prolong the period of uncertainty for the school community and may impact on the ability of the school leadership to make a positive start to the new school year.

Consultation process
An informal public consultation commenced in
in the Autumn 2019, the feedback from this has informed this report
to cabinet and the recommendations herein.
The proposal for a statutory notice requiring a formal public
consultation on the amalgamation is recommended by the governing
bodies of both Guardian Angels and St Anne’s
Schools.

Parents and carers, students, Roman Catholic and Church of England
Dioceses, Council of Mosques, Head Teachers, school staff, school
governors, community groups, neighbouring Local Authorities, the
National Education Union, local Members of Parliament.
