Petition for Cyclehoop Bikehangar on Locksley Street, E14 7EJ, and nearby areas
There is a critical necessity for secure cycle parking on Locksley Street, as well as in its surrounding areas. Tower Hamlets consistently has one of the highest rates of bicycle theft among London boroughs. In 2023, the Metropolitan Police reported that 746 bicycles and 373 e-bikes were stolen in the borough; the highest in London.
Currently there are no secure Cycleloop Bikehangars serving the residences along Locksley Street and the surrounding communities. Furthermore, there is only one serving the entire E14 area, located in Poplar, over 1km away. Installing a new Bikehangar on Locksley Street, E14 and in other locations nearby will vitally serve the local community by:
1. Reducing Bicycle Theft: It will provide a safe and monitored space for residents to store their bikes, significantly lowering the risk of theft compared to locking bikes on the street or in less secure areas.
2. Promoting Cycling: It will encourage more people to cycle. Residents are more likely to use their bikes for commuting, errands, or leisure if they have a safe place to store their bikes at home, work, or other destinations. This promotes a healthier and more sustainable mode of transportation, reducing dependence on cars and improving overall air quality and public health.
3. Reducing Clutter: It will reduce clutter along the pavement caused by improperly parked or abandoned bikes. This will help maintain the aesthetic of the Brickfield Gardens conservation area and accessibility of it, as well as the surrounding areas.
4. Aligning with TfL's Vision: It will demonstrate commitment to and help contribute to Transport for London's vision for there to be 7,000 hangars by 2030.
In summary, installing a new Cycleloop Bikehangar on Locksley Street, E14, and nearby areas will serve its community by providing a safe and convenient infrastructure that encourages cycling, reduces bicycle theft, promotes health and safety, and contributes to broader sustainability objectives. It will be a positive decision for Tower Hamlets to make, as a fundamental component of a cyclist-friendly community which helps create a more liveable and vibrant urban environment.

Council response
Thank you for the petition regarding secure cycle parking provision
at Locksley Street and the surrounding area. The council has
invested substantially in secure residential cycle parking over the
years across the borough, including Poplar. A range of facilities
have been provided, including communal cycle shelters and
individual lockers in addition to bike hangars. The network and
availability of individual cycle lockers in Poplar and more widely
across the borough can be viewed at http://cyclemanagement.co.uk and

The council is committed to delivering additional secure cycle
parking in the borough to meet demand and widen access to cycling
amongst our residents and is aware of high demand across the
borough, including this area. Currently, due to budgetary
constraints we only have limited funding available to deliver the
programme though officers are continuing to explore all potential
avenues of funding on an ongoing basis. We have however added
Locksley Street to the list of sites to be investigated, subject to
funding and feasibility.
