Blackwall Tunnel
As local residents of Poplar, London, we are deeply concerned about the proposed toll charge for the Blackwall Tunnel slated to take effect in 2025. This toll charge will significantly impact our daily lives - from commuting to work to accessing local amenities.
The Blackwall Tunnel is a vital artery in our community and imposing a toll charge would place an unnecessary financial burden on us. The Office for National Statistics reports that Poplar has one of the highest levels of income deprivation affecting children and older people (source: ONS). Adding a tunnel toll would exacerbate this issue.
We understand that measures need to be taken to manage traffic flow and fund infrastructure maintenance. However, we believe there are other ways to achieve these goals without disproportionately impacting local residents who rely on this route daily.
We urge Transport for London and relevant authorities to reconsider this decision and explore alternative solutions that do not involve imposing a toll charge on everyday commuters using the Blackwall Tunnel and ask the council to lobby TfL to create a discount scheme.
Please sign this petition if you stand with us against these
proposed charges. Your signature can make a difference in
preserving our community's accessibility and
affordability.

Council response
Thank you for your e petition request regarding Blackwall Tunnel toll charges following construction of the Silvertown Tunnel. Please see below our response to the petition.
We are aware of the concerns that local residents and businesses have on the financial impact of the tolls for the Blackwall and Silvertown Tunnels which are due to come into effect following construction of the Silvertown Tunnel during 2025.
Council officers are raising on an ongoing basis with TfL the importance of supporting our local residents and businesses following introduction of the tolls, including the provision of discounts for local residents and businesses.
We have been advised by TfL that tunnel charging levels, including any discounts where applicable, will be set later during 2024 and subsequently shared with stakeholders and the wider public in due course. You can be assured the council will at this time be ensuring TfL are aware of any concerns raised by our residents and businesses.
