Minutes: At the Chair's request, Mr. Mohshin Ali presented the report regarding the application from Welcome Co-Op, Unit 2, 68 Smeed Road, London E3 2TF, to vary the premises license for an extension of licensable activities, including the sale of alcohol and late-night refreshments. It was noted that one local resident had raised objections, and another resident had made representations in support. In response to a question from Mr. Ali, the applicant confirmed that the correct premises address was Unit 2, 68 Smeed Road, London E3 2TF, rather than the address listed in the Council’s database.
At the Chair's request, Mr. Suresh Kanapath, Licensing Representative for the applicant, explained that the current conditions on the premises license were adequate to uphold the licensing objectives. However, he had proposed additional conditions to address concerns raised by the objectors regarding potential noise disturbances. It was noted that there had been ongoing communication between the premises manager and the objectors, and that the premises had been open for three years without any complaints in the past two years.
Mr. Kanapath further clarified that concerns about increased noise and traffic were unfounded, as customers who could not shop at the premises would simply go to another nearby location. The purpose of the business was to serve the local community, particularly residents returning home late from work who might want to purchase food.
It was also noted that the applicant had proposed conditions to limit delivery times and waste collection schedules in order to minimize any noise disturbances for local residents. Mr. Kanapath emphasized that no responsible authorities had objected to the application, and the police had agreed to the proposed conditions.
Members then heard from, Ms Lindsay Stano, a local resident and objector, voiced her concerns. While she was not opposed to the current premises license, she objected to the proposed variation for extended hours, particularly late-night hours. She expressed worries about the potential for increased noise, especially from produce deliveries and waste collection during extended hours. She also mentioned that the area was a quiet residential neighbourhood and that the requested hours were not in line with other local businesses in the area.
