ELECTION OF CHAIR To elect a Chair of the Appointments Sub-Committee, established by the Human Resources Committee, to consider the appointment of the Service Head Learning and Achievement within the Children Schools and Families Directorate.
Minutes: The clerk sought nominations for the Chair of the Appointments Sub-Committee, established by the Human Resources Committee to consider the appointment of the Service Head Learning and Achievement, within the Children Schools and Families Directorate.
Councillor R. Khan, Lead Member Regeneration, Localisation and Community Partnerships, nominated Councillor A. Asad, Lead Member Children, Schools and Families, as Chair of the Appointments Sub Committee to consider the appointment of the Service Head Learning and Achievement within the Children Schools and Families Directorate. Councillor A. Asad seconded the nomination.
On a vote of 2 for and 2 against, the motion was lost.
The clerk sought further nominations for the Chair of the Appointments Sub-Committee.
Councillor R. Khan nominated Councillor A. Asad as Chair of the Appointments Sub Committee to consider the appointment of the Service Head Learning and Achievement, within the Children Schools and Families Directorate. Councillor L. Rahman, Leader of the Council, seconded the nomination.
On a vote of 3 for and 2 against, the motion was carried.
RESOLVED
That Councillor A. Asad be elected Chair of the of the Appointments Sub-Committee, established by the Human Resources Committee to consider the appointment of the Service Head Learning and Achievement, within the Children Schools and Families Directorate.

Minutes: Councillor A. Asad nominated Councillor R. Khan, as Vice-Chair of the Appointments Sub Committee to consider the appointment of the Service Head Learning and Achievement, within the Children Schools and Families Directorate. Councillor L. Rahman seconded the nomination.
There being no further nominations, it was
That Councillor R. Khan be elected Vice-Chair of the Appointments Sub-Committee, to consider the appointment of the Service Head Learning and Achievement, within the Children Schools and Families Directorate.

Minutes: Apologies for absence were received from Isobel Cattermole, Acting Corporate Director, Children Schools and Families for whom Kate Bingham, Acting Service Head, Resources, Children Schools and Families deputised.

DECLARATIONS OF INTEREST To note any declarations of interest made by Members, including those restricting Members from voting on the questions detailed in Section 106 of the Local Government Finance Act, 1992. See attached note from the Chief Executive.
Minutes: Councillor R. Khan declared a personal interest in Agenda item 8. “Shortlisting of Candidates for the Post of Service Head Learning and Achievement, Children Schools and Families”. The declaration of interest was made on the basis that the report contained recommendations relating to the shortlisting of an internal candidate whom she knew on a professional level.

RESOLVED
That the unrestricted minutes of the ordinary meeting of the Appointments Sub Committee held on 13th October 2009 be approved and signed by the Chair, as a correct record of the proceedings.

EXCLUSION OF THE PRESS AND PUBLIC In view of the contents of the remaining items on the agenda, the Committee is recommended to adopt the following motion:
“That, under the provisions of Section 100A of the Local Government Act 1972 as amended by the Local Government (Access to Information) Act 1985, the Press and Public be excluded from the remainder of the meeting for the consideration of the Section Two business on the grounds that it contains information defined as Exempt in Part I of Schedule 12A of the Local Government Act 1972.”
EXEMPT/CONFIDENTIAL SECTION (PINK) The Exempt/Confidential (Pink) Committee papers in the Agenda will contain information which is commercially, legally or personally sensitive and should not be divulged to third parties. If you do not wish to retain these papers after the meeting please hand them to the Committee Officer present.

Minutes: The Sub Committee considered the report of the Corporate Director Resources containing a longlist of candidates for the post of Service Head Learning and Achievement and agreed a shortlist for interview.
