UPDATES FROM SCRUTINY LEADS
To receive updates from the Scrutiny Leads:
Children and Education Scrutiny Sub-Committee Chairs Scrutiny Lead Update:
v Attended Borough Commanders open day with Cllrs
v Visited St Andrew’s Surgery – Bromley by Bow supporting Cllr Ahmodur Khan HASSC Chair
v Visited School in Lansbury Ward with the Cabinet Member for Education, Youth and Lifelong Learning
v Attended the Fosters Award day at Hailybery Centre in Stepney
v Attended cultural community events in the borough including Somali community in Whitechapel and Bromley Football club
v Met with Deputy Mayor and Corporate Director to understand portfolio issues and challenges
v Met with scrutiny network support officer to develop scope for the scrutiny challenge session.
Environment & Community Safety Scrutiny Lead Update:
v Attendance of Community Safety (Walkabout) visit with Police and Members to get a sense of the minor offences/crimes being committed and the issues the police dealt with.
v Had discussion with Community Safety Lead Member on anti-social behaviour in Mercury Walk, particular laughing gas drug use.
v Attended Overview and Scrutiny awayday in Poplar to write the forward plan.
v Attended meeting with Scrutiny Support Officer to discuss Scrutiny Review on Women’s Safety.
Health and Adults Scrutiny Lead Update:
v Had meeting with the Cllr Gulam Choudhury, Cabinet Lead Health, Wellbeing and Social Care to understand some of the key strategic issues faced by the council and has quarterly further planned meetings.
v Carried out site visits to GP surgeries e.g. St Andrews Health Centre and has further visits planned as part of the preparation for December’s HASSC meeting.
v Engaged with scrutiny network support officer to develop the scope for HASSC scrutiny review on H&SC Workforce.

UPDATES FROM SCRUTINY LEADS
To receive updates from the Scrutiny Leads:
Environment & Community Safety Scrutiny Lead Update:
v Meeting with scrutiny support staff to start planning the Women’s Safety scrutiny review.
v Attended one to one training with the Centre for Public Scrutiny for scrutiny leads.
v Went on a site visit to the Bywater’s Materials Recycling Facilities.
Scrutiny Lead for Resources Lead Update:
v Attended the Scrutiny essentials training including questioning skills and will be undertaking 1-2-1 coaching sessions to support the chair role.
v Meeting with the Corporate Director for HAC and her senior leadership team to discuss key strategic issues and priorities.
v Meeting with the Cabinet Members to discuss to strategic issues and progress with plans
v Held the first Scrutiny review on Workforce Shortage across the Health and Social Care Sector focusing on Adult Social Care, next one will be on Health
v Attended INEL JHOSC on Wednesday 19th October 2022 looking at the Health updates and ICS strategy.
v Attended the Bywater’s Materials Recycling Facility in preparation for the OSC waste and recycling spotlight.
Housing and Regeneration Scrutiny Lead Update:
There are 5 meetings of the sub-committee scheduled this year and 2
have been held so far:
1. 14th July 22
2. 20th October 2022
The remaining meetings are due to be held on:

4. 16th February 2023
5. 27th April 2023
In addition, we held a challenge session on the 15th
September 2022 to review the proposed consultation with tenants and
leaseholders of Tower Hamlets Homes on the proposal to bring the
housing management service back in house.

The report of the challenge Session held on
15th September looking at the proposed consultation with
Tower Hamlets Homes residents on the future options for the housing
management service, including the option to bring the service back
in house.
Ø
Presentations from Andrea Baker, Chair of Tower
Hamlets Housing Forum (THHF) and Karen Swift, Director of Housing
and Regeneration on council representation on the boards of social
landlords operating in the borough.
Ø
A presentation on the council’s approach to
supporting homeless applicants that enabled us to scrutinise this
key area of housing services.

VERBAL UPDATES FROM SCRUTINY LEADS

Minutes:
The Committee received verbal updates from scrutiny leads on current work.
Councillor Islam, Scrutiny Lead Development and Renewal, reported on progress with his work on co regulation and accountability of regulated housing providers. He reported that a first meeting of his working group had been arranged for 21st November 2012 and would comprise 3 Members. They would be meeting to undertake such initial tasks as scoping the review.
Councillor Saunders, Scrutiny Lead Adults Health and Wellbeing reported on the work of the Health Scrutiny Panel. The Panel would be looking at Community Assets in St Paul’s way. They would also be looking at the transfer of public health from the NHS to local Councils. It was planned to hold two evidence sessions on this and a case study to ascertain peoples views and how the plans could improve outcomes.
In the absence of Councillor Whitelock, Sarah Barr (Senior Strategy Policy and Performance Officer, Chief Executives’) reported on the work of the Councillors Portfolio (Children, Schools and Families). The working group would be looking at post 16 attainment. The latest results had yet to be issued and the Children’s Schools and Families Directorate would be reviewing these. The working group would therefore commence its review in January 2013 so that it could take into account their findings.
Councillor Archer , Scrutiny Lead Chief Executives, reported on his review of the role of the Chief Executive in a Mayoral system. He reported on a meeting with the Interim Chief Executive recently held to look at the Chief Executive’s role and the Executive arrangements. The review was progressing well.
The Chair, Councillor Jackson, reported on the Youth unemployment review. The review was to start this month (November 2012). One of the main aims was to look at the issues from the young persons view point.
The Chair also briefly mentioned future reviews. A key topic that could be looked at was the issue of bad debts. She invited Members to give some thought to this suggestion.
