v  that she had, had a meeting with Councillor Mufeedah Bustin (Cabinet Member for Social Inclusion) regarding food nutrition in the Borough (e.g., To review use of community kitchens, benefits of putting food science back on the school’s national curriculum and accurate data to enable effective targeting of vulnerable people and families).

The Chair:

v  Commented that as one of the Councils representatives on the Inner Northeast London Joint Health Overview and Scrutiny Committee (INEL JHOSC) at the last meeting on Monday 13^th of September 2021 there had been a discussion on the Integrated care system (ICS) a substantial change in the way to improve population health and reduces inequalities between diverse groups. The ICS would also be the subject of discussion at the that the Tower Hamlets Health and Wellbeing Board on 2^nd of November 2021. Members of the Sub-Committee will be sent copies of the agenda pack for that Board meeting and have an opportunity to raise formally comments for consideration by the Board.

v  Commented that (i) she is a Member of the Local Covid  Engagement Board that leads on engagement with the public regarding Covid-19 risks and prevention; (ii) she has seen this week an increase in the reported cases of Covid-19; and (iii) she is very happy to take questions from the Sub-Committee on the Board’s work.

v  Welcomed to the meeting Katie O'Driscoll the newly appointed Director of Adult Social Care

v  Reminded the Sub-Committee that it had been Adult and Social Care Practice week on the 21st of September 2021 and together with a number of other members had undertaken shadowing of Telecare across Adult Social Care.

Councillor Mohammed Pappu (Chair) provided the Committee with the following updates:

v  The latest COVID update information from public health had been circulated today by officers and will aim to continue with this for every meeting.

v  The initial governance and scrutiny training session had been held and the next training session would be on Monday 4th of October at 6:00 PM on “questioning skills” and it will to be delivered by Sunita Sharma. Ms Sharma is an experienced coach and facilitator with over 30 years’ experience in local government, the private sector, and a variety of other settings. She has been a long-standing associate consultant with Centre for Governance and Scrutiny (CfGS) and has provided invaluable support to the Borough’s elected Members and senior managers. The Chair stressed that engaging in learning, training and development is essential in gaining experience and enabling councillors to fully understand their role and contribute fully to the democratic process. The final session will be on Wednesday, 24th October at 6:00 PM on chairing skills delivered by Ms. Sharma in addition, support will be available to scrutiny leads to help and develop their Charing skills and the smooth running of the scrutiny sub-committees.

vNoted that following the recent briefing session the report by Savills on the borrowing and investment capacity within the HRA had been circulated and Members were encouraged to consider the responses received.

The Chair informed the Sub-Committee that she would be attending the main Overview and Scrutiny Committee on the 28th June 2021 and it is her intention to improve the dialogue with the main scrutiny committee this year (e.g. facilitating access to the main committee papers and meetings for information and comment).

The Sub-Committee also noted that the Chair is a member of the Borough’s Health and Well-Being and the Inner North East London Joint Health Overview and Scrutiny Committee and that she would also be happy to arrange for the circulation of agenda papers to Members of the Sub-Committee.
