Purpose:
The Reuse, Recycle and Waste Supplementary
Planning Document (SPD) sets out guidance for developers on how
waste management should be addressed in proposals for new
residential and mixed-use development. The SPD covers the entire
borough and aims to re-examine and improve the way in which waste
is produced and managed.
The SPD supports the implementation of the Tower Hamlets Local Plan
policies on waste and recycling management by providing guidance on
the implementation of effective waste management systems in a
high-density setting. This overall strategic objective is to
improve management of resources, including significant targets on
levels of recycling, food waste, and use of landfill.
Preparation of a draft document was carried out between September
2020 and February 2021. Public consultation was then carried out
during February-March 2021. A wide range of community groups,
residents, industry professionals and other stakeholders engaged
with the SPD and made formal responses as part of the consultation
process. These responses have been reviewed and implemented where
necessary.
It is now necessary to adopt the Reuse, Recycle and Waste SPD to
enable the implementation of this guidance in development
proposals. This will ensure that new residential developments
implement best practice recycling and waste management systems in
line with corporate and Council objectives and the development Plan
(Local Plan and London Plan).

DECISION
1. To approve the Reuse, Recycle and Waste SPD(‘the SPD’) (appendix 1 to the report) for adoption and authorise officers to prepare an adoption statement and publish the Regulation 18(4)(b) Statement and adoption statement so that the SPD can be considered a material planning consideration in the assessment of planning applications for new residential and mixed-use buildings.
2. To authorise the Corporate Director of Place to make any necessary factual or minor editing changes prior to publishing the final Reuse, Recycle and waste SPD.
3. To note the representation schedule summarising representations received during the consultation and the responses to these representations as set out in Appendix 3.2 to the report.
4. To note the Strategic Environmental Assessment Screening as set out in Appendix 3.3 to the report.
5. To note the Equalities Impact Assessment as set out in Appendix 3.4 to the report.
