For Cabinet to approve the public consultation of a revised Draft Planning Obligations SPD in the context of the publication for consultation of the Community Infrastructure Levy (CIL) Draft Charging Schedule, also being decided at this Cabinet meeting.

The CIL Draft Charging Schedule and the Planning Obligations SPD are intrinsically linked as the implementation of one of these measures depends on the implementation of the other.

The decision sought is approval for public consultation of a Draft Planning Obligations SPD.

The Planning Obligations SPD will go through the following stages, alongside the CIL Draft Charging Schedule, before it can be implemented: -

Internal Stakeholder Consultation: 15^th February 2013 – 22^nd February 2013

Cabinet date: 10^th April 2013

Public Consultation: 19^th April 2013 – 4^th June 2013

DECISION

1.    To approve the Revised Planning Obligations Supplementary Planning Document, as set out in Appendix 1, for a six week consultation period to align with the consultation period of the CIL Draft Charging Schedule as per a separate Cabinet report on the agenda.

2.    To delegate authority to the Corporate Director of Development and Renewal, in consultation with the Lead Members for Housing and Resources, to make editorial changes to the Revised Planning Obligations Supplementary Planning Document where necessary, prior to the beginning of the consultation period.
