Purpose:

In March 2022, planning consent was granted for the
redevelopment of Harriott, Apsley and Pattison Houses, known as HAP, for the delivery of 412 new homes and the reprovision of the existing community space. The scheme will provide high quality replacement homes for existing residents, new council homes for families in housing need and new homes for sale to help fund the scheme.
This report will provide an update on the progress towards the delivery of the estate regeneration, including decant status and leaseholder buy-backs and seek approval for the preferred delivery model with a developer partner. A further report will be presented to Cabinet in early 2023 to seek approval on the use of Compulsory Purchase Order (CPO) powers to empower the Council to acquire all land and property interests within the site boundary (‘Order Land’) necessary to facilitate the delivery of the scheme and s203 of the Housing and Planning Act 2016.

DECISION

 

1.    To approve the use of a development partnership approach for delivering the HAP Regeneration Scheme, subject to:

a.    Requesting officers explore options to increase the social housing element to 50% or higher.

 

2.    To note the indicative programme in the report for procuring a developer partner

 

3.    To Note the expected commencement of the scheme’s buy-back programme in February/March 2023 and issuing of an initial demolition notice to suspend the right to buy, approval for both elements was granted by Cabinet in Dec 2021.
