Development of Voluntary and Community Sector (VCS) funding programmes
The report covers the proposal to extend the
current LCF and VCS grant programmes.
Grants Determination Sub Committee (GDSC) is the council committee
with responsibilities for overseeing the progress of council grant
programmes, such as LCF, and approving new grant programmes and
extension to existing arrangements.

Development of long-term council funding options for the VCS would,
in the event of a new programme being approved to commence, and
proposed extension of the conclusion date for the various grant
programmes, if implemented, would:
- lead to revenue expenditure over £1,000,000. 12 month
budget for LCF and supporting Infrastructure & Capacity
Building project amounted to £2.67 million between October
2020 to September 2021.
- be significant in terms of its effects on communities living or
working in an area comprising two or more wards or electoral
divisions. Any successor programme to LCF would cover all of the
wards in the council, as would extended grant programmes

This would enable the council to commence the review, development, approval, engagement and awarding processes to determine and finalise long-term funding options for the VCS to start in October 2023. Consultation process
There has been broad consultation with VCS Infrastructure lead organisations on the proposals to: develop new funding options for the VCS; extend existing council-funding programmes for the VCS. There will be full consultation with the VCS in regard to: the actual development of new funding options for the VCS; the actual extensions of current council-funding programmes for the VCS"
