Minutes: There was no declaration of interest made by Committee Members.
Councillor Ahmed Hussain (from the public gallery) declared a personal interest on item 5.2, Application for a New Premises License for Perfect Fried Chicken, 214 Mile-End Road London E1 on the basis that the shop was close to his office and he was a regular customer.

Minutes: The Clerk reported that the objections to the application had been RESOLVED and the application no longer needed to be considered.

Minutes: Zak Hussain, Legal Officer introduced the report which detailed the application for a new premises licence for the PFC, 214 Mile End Road, London, E1 4LJ, the licensable activity being late night refreshments. It was noted that relevant representation had been made by the Police, details of which was included in the report.
Mr Omar Imam presented on behalf of the applicant Mr Kabir Ahmed, he began by explaining that the reason for the extended opening hours was to cater for those customers who finished work late and those that went to work early in the morning. He stated that incidents of drunken behaviour and people loitering in the streets were not customers of the shop, but from other establishment such as the nearby pubs and Club E3 which are in close proximity to the shop. Mr Imam confirmed that the applicant had accepted the conditions suggested by the Metropolitan Police in relation to no use of mental cutlery after the hours of 22:00 hrs and confirmed that the requirement for an enhanced CCTV system was now in place. It was also noted that the applicant was also exploring options for recruiting additional security staff. In conclusion Mr Imam stated that the shop was serving the local community and that all conditions which had been suggested by the Police had been met.
Councillor Ahmed Hussain, presented his support for extended opening hours for the PFC, he briefly explained that the shop offered a variety of menus including healthy options too, he further explained that the shop was also a place where entertainment (television) was available and with the CCTV cameras it was also a place where people felt safe. He also added that with the Olympics and launch of High Street 2012 there would be a need for more night time economy. He stated that the shop did not serve alcohol and therefore did not contribute to problems associated with drunken disorder. He concluded by stating that the applicant had been cooperative and had complied with the conditions set by the Metropolitan Police.
Mr Andy Jackson presented on behalf of the Metropolitan Police Authority and detailed their objection for extended opening hours on the grounds that if granted the following licensing objectives would not be met; the prevention of crime and disorder and the prevention of public nuisance.
He raised concerns about late night entries and the general concern with late night takeaways and links to anti-social behaviour and the effects it had on the local residents and potential victims of crime. Mr Jackson also informed Members of a previous incident which had occurred on the premises. He also acknowledged the applicants effort in upgrading to an enhanced CCTV camera system and the agreement to implement no metal cutlery after 22:00 hrs. It was also noted that Club E3, which in close proximity of the premises had been closed and that no other similar shops in the local area which had opening hours till 05:00 hrs.
