New Homes - Development Schemes at 4 New Sites
Cabinet To Note:
· Under the London Mayor Housing Covenant – Affordable Housing Programme 2015-18: Note the grant of £3,960,000 to build 132 new additional Council homes for rent at various addresses in the borough.
· Under the Local Growth Fund: the approval from the HCA to borrow an additional £8,225,000 within the HRA, thereby taking the HRA Debt Cap to £192m, in order to facilitate the delivery of 48 new additional Council homes for rent.
Cabinet To Approve:
§ Under the London Mayor Housing Covenant – Affordable Housing Programme 2015-18: Approve the resulting requirement for a contribution from the Council for the development sites on infill sites on Hereford and Locksley Housing Estates
§ Under the Local Growth Fund: Approve the resulting requirement for a contribution from the Council for the development sites on opportunity sites on Baroness Road and Jubilee Street.
§ Approve the allocation from the Council’s resources for the development of an additional 7 new Council homes on available land to be funded from the HRA and existing Right To Buy Receipts
§ Approve the adoption of a capital estimate in order to deliver 187 additional new Council homes.
Cabinet To Authorise:
· Authorise the Corporate Director Development & Renewal to approve the details of the proposed schemes subject to planning
· Authorise the Director, Development & Renewal to be authorised to take the necessary actions to deliver the schemes within the timescale of the funding programme, including entering into a contract with the GLA / HCA
· Authorise the execution of the grant agreements with the GLA / HCA
· Authorise the procurement of the required professional and technical services and works contracts and utilising suitable procurement frameworks available to the public sector
· Authorise the Corporate Director Development & Renewal, in consultation with the Mayor to award all necessary contracts to undertake the schemes
· Authorise the Corporate Director Development & Renewal, in consultation with the Service Head - Legal Services to agree the terms of the necessary contracts
· Authorise the Service Head - Legal Services to execute all necessary documents to implement the decisions in respect of this report

Through meetings with local TRAs.
Consultees
Prior to the Cabinet Meeting of 5th November, consultation events will take place with the local Tenants and Residents Associations on the estates where the infill developments are planned. Tower Hamlets Homes will undertake the consultation via their established programme of resident engagement. As the schemes progress through to the planning stage, the views of local residents will be sought on the design plans and will be included where possible in the planning application.
