Issue details
Grant to Toynbee Hall to deliver community engagement activities and a cultural programme on Wentworth Street as part of the High Street Heritage Action Zone funded programme
Authorisation for payment of a grant of
£93,000 over 3 years to Toynbee Hall without going through
standard procurement procedures is required. A similar approach was
recently taken in the award of a grant to the Friends of Tower
Hamlets Cemetery Park.
The cost of the grant will be met by Historic England as part of
the HSHAZ funding programme. There will be no cost to the Council
and indeed, Toynbee Hall offer excellent value for money.
Standard procurement procedures are not suitable in this instance
and the project has been developed in partnership with Toynbee Hall
and the HSHAZ programme manager. Toynbee Hall are a local
organisation with excellent and existing community outreach. In
addition, Toynbee Hall have the support of consortium of local
community & cultural groups to be the supplier of this
service.
