17/11/2022 - PV Project - Renewable Energy Generation to Council Assets: Approval to spend carbon offset contributions to meet key energy and sustainability targets

Approval is required to allocate and spend carbon offsetting S106 contributions to the Photovoltaic (PV) Project to allow delivery of renewable energy generation technologies to be progressed and contracts to be awarded. Proposal approved at Asset Management & Capital Delivery Board Meeting 20th June 2022.

The proposal is for a £950,000 PV project fully funded through carbon offsetting contributions.

The delivery of the proposed project will help to tackle energy use in the existing building stock, increase renewable energy generation in the borough and offer support to meet the challenge of energy price rises.

Upon delivery, the projects will reduce the operating costs through reducing the amount of purchased energy required to run the buildings. This will be achieved through generating electricity on site for use in the buildings.

The initial desk top study has identified a number of potential sites for installation of PV panels. These include:

• The Hub, Victoria Park

Following appointment of a contractor through the GLA Retrofit Accelerator programme we will be able to undertake the investment grade proposals and produce detailed specification for delivery on to the sites. Where buildings are not deemed suitable for delivery of PV then alternative sites will be investigated.

To assist in the accelerated delivery of the project LBTH have been successful in securing a GLA grant for (£45,000) technical services and project management support including:

• Investment grade proposal / design Review
• Commissioning and Acceptance

The GLA Grant is time sensitive and project completion is required by July 2023 which required us to commence delivery in April 2023.

27/09/2022 - Pan London Commissioning for Residential Care

A lack of provision in London has resulted in high costs and placements at a great distance from the home local authority. There is an urgent need for greater influence over the market. The formation of a Pan-London Vehicle (PLV) for Commissioning will bring local authorities together in a new jointly owned legal vehicle to plan and commission provision for London children. The aim is for the collaboration of London local authorities purchasing power to stimulate new provision where required, achieve greater financial sustainability and improve outcomes for children.

The PLV for Commissioning will initially focus on Secure Welfare provision as there is currently no provision in London. DfE have provided funding to support this development. firstly, with a focus on high-cost low incidence provision and subsequently wider residential provision. All projects would be agreed through the jointly owned vehicle by the participating local authorities

13/07/2022 - Adoption of the Tall Buildings SPD

The Tall Buildings Supplementary Planning Document (SPD) seeks to provide detailed guidance on the implementation of policies in the Tower Hamlets Local Plan 2031 - in particular, Local Plan Policy D.DH6 (Tall Buildings). Due to their scale and size, tall buildings have had a profound impact on the character of the borough as well as the legibility of the urban fabric and the image of London as a whole. In the right locations, tall buildings have the potential to make significant positive contributions to the character and image of the borough, and also serve as beacons of growth and regeneration. In recent years, London has seen a surge of tall buildings being planned and built across the capital, with many located in places that previously were not characterised by taller buildings. Tower Hamlets has become a borough with a particular concentration of tall building proposals. The latest New
London Architecture annual report on tall buildings identifies 96 in the pipeline within the borough, the largest pipeline of all London boroughs. The SPD will assist in managing tall building proposals by setting out a framework for assessment, a spatial analysis,
contextual information, and principles, objectives and application requirements applicable to tall building proposals. The SPD provides further detail on the potential for tall buildings and their height within the five tall building zones designated in the Local Plan and on sites promoted as allocations in the emerging Leaside Area Action Plan (LAAP). This potential is informed by an understanding of the history, heritage, spatial arrangement, character and townscape of different parts of the borough and by the vision and established policy framework set out within the
adopted Local Plan. As an adopted document, the Tall Buildings SPD to further enable clear and robust guidance to inform and be implemented in development proposals. The SPD will add guidance to the design, location and development of tall buildings, ensuring such development has a positive impact on the Boroughs housing, employment and commercial aspirations as well as addressing the overall impact that such developments can have on local residents.

This report sets out the council’s achievements in developing policies and procedures relating to the use of council premises by Voluntary and Community Sector (VCS) organisations, previously subject to Directions from the Secretary of State for Communities and Local Government.

The report also sets out supplementary policy as an annex to the Council Premises Leased to Voluntary and Community Sector Organisations policy statement agreed at Cabinet on 24th March 2021. This supplementary policy relates to the allocation of community space in new developments to VCS organisations and the criteria for including new community space in the council’s Community Premises Portfolio.

The King George’s Field Charity Board is recommended to:

 

1.    Agree the annual report and accounts of the King Georges Fields Trust Mile End (Charity registration 1077859) for the 2017/2018 financial year set out in Appendix 1.

 

2.    Agree the annual report and Accounts for the King Georges Fields Trust, Tredegar Square (charity number 1088999) for the financial year 2017/2018 set out in Appendix 2.

 

3.    Subject to approval of 1 and 2 above, and the Council’s accounts for 2017/2018 being signed off, authorise the Trust to sign the 2017/2018 annual reports and accounts for submission to the Charity Commission by 28th February 2019.
