31/03/2025 - Mansards Roof Extension & Character Appraisal
This report proposes the adoption of new and updated design guidelines for mansard roof extensions and revised Character Appraisal and Management Plans (CAMPs) for five conservation areas in Bow: Clinton Road, Driffield Road, Medway Ropery Street and Tredegar Square. The design guidelines aim to address residents’ needs for additional living space while managing the impact on the historic environment. The guidelines offer clear principles to ensure high quality and consistent design, along with measures to mitigate potential harm to the conservation areas. The updated guidelines will harmonise the approach across the five areas, ensuring consistency in managing change. Updated CAMPs provide comprehensive guidance on maintaining the architectural and historic character of the areas amidst ongoing development.
A public consultation revealed support for the proposals, specifically, the benefits of enabling families to expand their homes, enhancing energy efficiency, and sustaining community cohesion. Concerns included the potential for visual harm to the conservation areas and challenges in enforcing compliance with planning conditions. The report considers the matters raised and makes an on balance recommendation that the guidelines and CAMPs should be approved.

31/03/2025 - Introduction of a dog control public spaces protection order
In July 2024, Cabinet approved a consultation on the introduction of a Public Spaces Protection Order (PSPO). This decision was in response to a spate of dog attack incidents in Summer 2023, involving out of control, dangerous and nuisance dogs and their owners.
This report seeks approval for the introduction of specific PSPO orders relating to dog fouling; dogs on lead by direction; dog on lead; dog exclusion and maximum number of dogs walked at any one time, and separately, introducing a professional dog walkers license, informed by the consultation feedback
The council assesses that the recommended PSPO orders effectively balance the rights of dogs and their owners whilst also providing assurance to residents who are fearful of dogs.

31/03/2025 - Separate Food Waste Collection Service for Households and Businesses
Through the national Resources and Waste Strategy the Government has been working on the implementation of a series of policy reforms that will have a direct impact on the council’s waste and recycling services. The policy reform, which is called Simpler Recycling, places a statutory duty on the council to collect food waste on a weekly basis from all household properties in the borough. For Tower Hamlets this new statutory duty will come into effect on 1st April 2027 and currently the majority of flats in the borough do not have a food waste collection service.
The Simpler Recycling reform also places a duty on businesses and other non-domestic premises with 10 or more FTE employees, such as schools and places of worship, to commence separating food waste for collection with effect from 1st April 2025. The council will be implementing a commercial food waste collection service for businesses from 1st April and needs to set a scale of charges for this new service

13/02/2025 - Mayors Waste Improvement Programme - Quarter 3 Update
The Mayor declared a waste emergency at full Council in November
2022. There were concerns that the waste services were failing, and
that the overall performance was poor and lacked visibility.
Further briefings to the Mayor and MAB detailing the initial
findings and the Waste Improvement Programme was approved on 13
June 2023.
January 2024, the Mayor approved an investment of £5m for
2024/2025.
On 16 April 2024, the Mayors Waste Improvement Programme (MWIP)
delivery plan details were shared with The Mayor and the subsequent
action was to provide a quarterly update to MAB.
The report provides details of the MWIP with focus on delivery
timeline, plans for the key arterial routes and how this investment
will be embedded into the on-going long-term improvement of the
service.

23/01/2025 - DWP Connect to Work Programme Grant - 2025-2030 Item Deferred
The report sets out the background and delivery proposals for
the roll out of the government’s Connect to Work (CtW)
programme due to begin operating from April 2025 until the end of
November 2030. Connect to Work (formerly Universal Support) is a
government funded employment programme to predominantly support
inactive disabled people, people with health conditions and people
with additional barriers to employment, into sustained work using
the “place, train and maintain” model. It aims to
support nationally per year up to 100,000 (once fully rolled out)
disabled people and people with health conditions into sustained
work or in-work progression from April 2025 to November 2030. LBTH
expected starts on programme are 500 per annum during peak delivery
years.
DWP funding for the London programme is devolved through the
Sub-Regional Partnerships, for Tower Hamlets this means Central
London Forward, who will act as Accountable Body for the programme
across central London.
LBTH has been successfully delivering two of the government pilot
programmes for CtW:
- The Local Supported Employment programme supports individuals
with a learning disability or autism into employment using the
Supported Employment Quality Framework (SEQF). The Individual
Placement and Support in Primary Care (IPSPC) programme.
- The IPSPC programme provides employment support to people with
mild to moderate mental or physical health conditions who are out
of work or need support to stay in work.
It is proposed to build on these two pilots in LBTH and deliver the
Connect to Work programme in-house.
The report seeks acceptance of the DWP grant for in-house delivery,
with a value of up to £2m per annum for the duration of the
programme.

model of the Tower Hamlets Connect Service once the existing
contract expires. Tower Hamlets Connect is a commissioned service
providing integrated health and social care information, advice and

acts as a single point of contact for residents with health, social
care and wellbeing needs and is the front door into adult social
care.
The service supports residents via a strength-based approach,

11/04/2024 - Draft Serious Violence and Exploitation Strategy
The Serious Violence Duty came into effect in Jan 2023,
requiring police, councils and local services to work together to
share information and target interventions to prevent and reduce
serious violence. The authorities responsible were responsible for
forming a relevant partnership, agreeing a local definition of
serious violence, producing a serious violence needs assessment for
the borough and using this to inform a strategic delivery plan for
the partnership to tackle serious violence. The serious violence
and exploitation strategy group is a sub-group of the Community
Safety Partnership.
This item presents the Draft Serious Violence and Exploitation
Strategic Plan: formulated using the findings from the Serious
Violence needs assessment, recommendations, engagement with
professionals and wider consultation with our local residents
(including children, young people and young adults).

17/11/2022 - PV Project - Renewable Energy Generation to Council Assets: Approval to spend carbon offset contributions to meet key energy and sustainability targets
Approval is required to allocate and spend carbon offsetting
S106 contributions to the Photovoltaic (PV) Project to allow
delivery of renewable energy generation technologies to be
progressed and contracts to be awarded. Proposal approved at Asset
Management & Capital Delivery Board Meeting 20th June
2022.
The proposal is for a £950,000 PV project fully funded
through carbon offsetting contributions.
The delivery of the proposed project will help to tackle energy use
in the existing building stock, increase renewable energy
generation in the borough and offer support to meet the challenge
of energy price rises.
Upon delivery, the projects will reduce the operating costs through
reducing the amount of purchased energy required to run the
buildings. This will be achieved through generating electricity on
site for use in the buildings.
The initial desk top study has identified a number of potential
sites for installation of PV panels. These include:

services and project management support including:

The GLA Grant is time sensitive and project completion is required

2023.

30/05/2022 - Offer of Historic Buildings Grant to the How Memorial Gateway Item Deferred
It is proposed to offer a Historic Buildings Grant of up to
£17,000 to Bow Church to repair the How Memorial Gateway,
Bromley High Street, Bromley-by-Bow E3. This grant will match fund
a grant of £10,000 from the Heritage of London Trust.
