Decision Maker: Cabinet
Decision due date: 11/09/2024
Lead officer: Georgia Chimbani
Notice of decision: 11/09/2024
Reason for urgency:
The homecare procurement is ready for award. The new contracts are expected to delivery better quality and cost effectiveness. The reason for the award coming to Cabinet is to reflect the importance and value of the contracts and waiting for a further month would unnecessarily delay the award and benefits to residents.

Wards affected: (All Wards);
Lead officer: John Harrison
Notice of decision: 11/09/2024
Reason for urgency:
The report missed the statutory deadline due to revisions required to ensure a more comprehensive account of both commercial and qualitative information, to advise the Mayor of the proposed procurement route to market and provide assurance that financial risk was mitigated and future commercial management was robust within the proposed contracts. The report cannot await beyond September Cabinet due the urgency of fire safety and Building Safety works being completed and the prioritisation of safety for residents. 11/04/2024 - Draft Serious Violence and Exploitation Strategy
The Serious Violence Duty came into effect in
Jan 2023, requiring police, councils and local services to work
together to share information and target interventions to prevent
and reduce serious violence. The authorities responsible were
responsible for forming a relevant partnership, agreeing a local
definition of serious violence, producing a serious violence needs
assessment for the borough and using this to inform a strategic
delivery plan for the partnership to tackle serious violence. The
serious violence and exploitation strategy group is a sub-group of
the Community Safety Partnership.
This item presents the Draft Serious Violence and Exploitation
Strategic Plan: formulated using the findings from the Serious
Violence needs assessment, recommendations, engagement with
professionals and wider consultation with our local residents
(including children, young people and young adults).
The Serious Violence Plan on a Page, produced in Jan 2024, has been
used to consult the public and professionals on the proposed
approach to tackling violence and exploitation: contributing to the
development of the full strategic delivery plan.

14/06/2023 - DELEGATION OF AUTHORITY TO MAKE THE DECISION WHETHER TO GRANT A LICENCE TO OCCUPY AREAS OF VICTORIA PARK IN THE SUMMER / AUTUMN OF 2024 AT TIMES TO BE MORE SPECIFICALLY AGREED
The Corporate Director for Children and
Culture is seeking the authority to be able to decide whether to
grant a licence to AEG Presents Limited to occupy areas of Victoria
Park at times to be specifically agreed throughout the summer and
autumn period of 2024. This report asks the Mayor to delegate
authority to the Corporate Director so that the Corporate Director
may decide to issue such a licence if appropriate terms are
agreed.
This would be a Key Decision and therefore the Mayor must be
specifically be asked for authority before the decision is made
under the law. The decision is a Key Decision because if the
Corporate Director decides to grant a licence then this could have
a significant effect on the communities of two or more
wards.

Reason for urgency:
The licence to occupy arrangements are time sensitive and if it they are to go ahead require an urgent decision in order for the Council’s legal department, to be agreed with AEG Presents Limited, a licence to occupy Victoria Park in return for an occupancy fee and allow for:
- Sufficient time for the licensee to apply for a Premises Licence and any other statutory requirements associated with the occupation of the park.
- The licensee to make their arrangements to deliver the proposed events.
Management of the licence to occupy the land is a function that sits within the Children and Culture Directorate and due to the need to determine agreement of the licence immediately the Mayor is asked to delegate authority to allow the Corporate Director, Children and Culture to consider and potentially approve AEG Presents Limited’s proposal.

17/11/2022 - PV Project - Renewable Energy Generation to Council Assets: Approval to spend carbon offset contributions to meet key energy and sustainability targets
Approval is required to allocate and spend
carbon offsetting S106 contributions to the Photovoltaic (PV)
Project to allow delivery of renewable energy generation
technologies to be progressed and contracts to be awarded. Proposal
approved at Asset Management & Capital Delivery Board Meeting
20th June 2022.
The proposal is for a £950,000 PV project fully funded
through carbon offsetting contributions.
The delivery of the proposed project will help to tackle energy use
in the existing building stock, increase renewable energy
generation in the borough and offer support to meet the challenge
of energy price rises.
Upon delivery, the projects will reduce the operating costs through
reducing the amount of purchased energy required to run the
buildings. This will be achieved through generating electricity on
site for use in the buildings.
The initial desk top study has identified a number of potential
sites for installation of PV panels. These include:
• Jack Dash House
• Shadwell Centre
• Toby Club
• Toby Lane Depot Soanes Centre
• St Georges Town Hall
• The Hub, Victoria Park
• Ron Cain Pavillion,Victoria Park
• John Orwell Leisure Centre
• Mile End Park Leisure Centre
• Whitechapel Sports Centre
• Chrisp Streep Idea Store
• Cubitt Town Library
Following appointment of a contractor through the GLA Retrofit
Accelerator programme we will be able to undertake the investment
grade proposals and produce detailed specification for delivery on
to the sites. Where buildings are not deemed suitable for delivery
of PV then alternative sites will be investigated.
To assist in the accelerated delivery of the project LBTH have been
successful in securing a GLA grant for (£45,000) technical
services and project management support including:
• Project Management
• Investment grade proposal / design Review
• Commissioning and Acceptance
The GLA Grant is time sensitive and project completion is required
by July 2023 which required us to commence delivery in April
2023.
