The Council does not have an agreed procedure for Passthrough - granting Contractors Admitted Body Status to the London Borough of Tower Hamlets Pension Fund. To date this has been done on a case by case basis. It is good practice to have a standard agreed Policy in place to provide certainty for all impacted organizations.
This is not the norm. If the Council may opt to outsource some of its functions. ensuring that employees of the Council who TUPE across to contractors receive the same pension protection on TUPE is key.

Reason for urgency:
The contract to deliver public health services through the GP networks in Tower Hamlets ends on 30th June. Following a decision a lead in period is required to mobilise a new contract by 1st July. Taking account of the call in period a decision later than the end of April would risk delaying the start date for a new contract.

Service discussions with the GP networks were impacted by the requirement to prioritise immediate Covid-19 pandemic response measures – notably the vaccination programme. We have therefore been unable to give the full 28 days notice of the anticipated decision.

16/03/2021 - Direct Award of Contract for Delivery of Covid-19 Asymptomatic Testing

The Government’s roadmap for lifting national Covid-19 lockdown restrictions published in February 2021 includes a requirement for local authorities to extend asymptomatic community testing until the end of June, and to expand the service by offering Lateral Flow Test (LFT) home testing for eligible groups via a system called 'Community Collect'.

Alongside the rollout of the vaccine, the ongoing provision of asymptomatic community testing will play a vital role in ensuring that the lifting of restrictions is delivered safely and sustainably. As lockdown eases, asymptomatic community testing will expand to focus on new groups of people as relevant national restrictions are eased, following the initial focus on the return of schools. Other groups will follow in accordance with the timetable set out in the roadmap.

All of our current Asymptomatic Test Sites (ATS) are currently operated by a provider, Hub Logistics, who were appointed by the Greater London Authority in December 2020 to deliver community mass testing for all 8 boroughs in North East London.

The Council was informed in February 2021 that this arrangement would cease at the end of March 2021, with a possible extension until the 12th April where boroughs could demonstrate robust transition plans were in place.

This paper proposes a contract award to Hub Logistics for the continued provision of four fixed Asymptomatic Test Sites (ATSs) in Tower Hamlets over a three month period until the end of June 2021, operating 9 hours per day, 7 days per week and offering enhancements to the existing service such as ‘Community Collect’ points for home test kit collection.

The estimated value of this contract is £715,000 with the flexibility to expand provision should the need arise. These costs will be funded by the Department of Health & Social Care up to the lower of £14 per test delivered or costs.


During this three-month period the Council will also assume direct management of the Blackwall Depot staff testing site, as well as developing a longer term delivery plan for community asymptomatic testing.

15/03/2021 - Changes to Grant Funding to Ocean Regeneration Trust (ORT)

The GDSC panel approved £900k for three-year funding of the Ocean Regeneration Trust (ORT)in January 2019. Part of this funding was to take on a lease of Harford Community Centre. 15/03/2021 - Formal offer of Historic Buildings Grant to Greenlight Youth Club

Greenlight Youth Club, 223 Bow Rd, a grade II listed building located in the Fairfield Road Conservation Area, has applied to the Council for a Historic Buildings Grant of £12,000 for timber repairs to the first-floor bay windows, shutters and front door. The building is currently considered ‘vulnerable’ by Historic England due to its poor condition.

This work will support the long-term sustainability of the building and support the youth centre as it opens to visitors post covid-19. It will also improve the visual appearance of the building and the conservation area and will therefore be of benefit to the general community.

The consultation exercise relating to the extension of the responsible drinking Public Spaces Protection Order resulted in a significant number of residents’ requesting a variation to the order to include the possession and use of nitrous oxide canisters which is not offence contained within the Psychoactive Substances Act 2016.

Following initial feedback so far, this proposal has been amended to restrict individuals who ingest, inhale, inject, smoke, possess or otherwise use psychoactive substances (e.g. nitrous oxide) and which is causing or likely to cause harassment, alarm, distress, nuisance or annoyance to members of the public.

It was not possible to include a variation at the time but as a result of analysis there appears to be an evidence base to consider the introduction of a PSPO. An extensive consultation exercise will follow to determine whether a PSPO including determining the wording of the prohibition is necessary and the geographical boundaries within the borough to which the PSPO if introduced will apply.

Authorisation for payment of a grant of £93,000 over 3 years to Toynbee Hall without going through standard procurement procedures is required. A similar approach was recently taken in the award of a grant to the Friends of Tower Hamlets Cemetery Park.

The cost of the grant will be met by Historic England as part of the HSHAZ funding programme. There will be no cost to the Council and indeed, Toynbee Hall offer excellent value for money.

Standard procurement procedures are not suitable in this instance and the project has been developed in partnership with Toynbee Hall and the HSHAZ programme manager. Toynbee Hall are a local organisation with excellent and existing community outreach. In addition, Toynbee Hall have the support of consortium of local community & cultural groups to be the supplier of this service.

03/12/2020 - Outcome of consultation on revised approach to day support in adult social care

This report will set out the outcome of a consultation on a new model of day support for adult social care and will seek approval on the final model.

The report is a follow-up to the 28th October 2020 Cabinet report on day support. The October report described a new model with the following changes:

1. To have fewer day centre service buildings overall
2. To use day service buildings as community support hubs
3. To help people who need adult social care to use a bigger range of daytime activities
4. To support people to organise their own support through direct payments

These proposals include previously agreed savings of £317,000 per year from 2021-22 and proposes additional savings of £252,000 as part of the 2021-24 Medium-Term Financial Strategy.

Public consultation on these proposals ran from 9 November 2020 to 4 January 2021. This item will describe the outcome of the consultation and will present final proposals for the future of day support in adult social care for agreement.

As in the October report, there is a direct impact of these changes on the Council’s in-house day centres for older and disabled people (Riverside and Physical Disability Day Opportunities) and for people who need mental health support (Pritchards Road).

17/12/2019 - Zero Emissions Network Project Phase Three

The ZEN Project is a partnership project between Hackney, Islington and Tower Hamlets Councils to improve local air quality. The project has secured £390,000 funding from the London Mayor’s Air Quality Fund (MAQF) 2019 and match funded by each borough to continue the work of ZEN phases 1 and 2 to implement a business engagement environmental sustainability programme. The fund is equally shared between boroughs over the three year project.

The main aim of the project is to promote the use of sustainable travel and low emission technology to businesses in order to improve local air quality. Targets have been set for the number of businesses that are engaged and number of audits of environmental footprints undertaken. Environmental action plans are then submitted to businesses with a range of measures to implement in order to reduce emissions. Businesses are invited to apply for grant funding from the project up to a maximum of £2,000 to implement reduction measures to encourage staff to travel sustainably

LBTH as lead partner for the Tower Hamlets Partnership has been awarded a total of £150,000 One Public Estate funding.

Bart’s Health NHS Trust is the lead authority for The Barts Life Sciences Development Cluster in Whitechapel, and as such it was recognised at the outset and throughout the bidding process to One Public Estate in respect of the grant application that if the grant proceeds were secured that they would be transferred to Barts Health NHS Trust.

03/06/2019 - Payment of Historic Buildings Grant - Oxford House in Bethnal Green

The grant forms a contribution towards specific capital works – roofing and high level window repairs, which are now complete. The work has been found to be of a satisfactory conservation standard. 

 

The Council and Oxford House have a contractual agreement and now that Oxford House have met all the conditions of payment, the Council is in a position to release the funds.

03/06/2019 - Formal offer of Historic Building Grant to St. Mary and Holy Trinity Church

St Mary and Holy Trinity Church applied for a Historic Buildings Grant of £30,000 in March 2018. 

 

The grant would contribute towards a second phase of repair work on the Church.  The first phase, which focused on remedial and restoration work to the west tower, was completed in June 2018.  The Council contributed a Historic Buildings Grant of £20,000 to the project.

 

The second phase will help further alleviate damp and water ingress problems at a lower level, improve access to enable a wider range of community activities, enhance the appearance of the church and the setting of the conservation area.  The work should see the removal of the church from Historic England’s Heritage at Risk register.

 

A decision to make an informal offer of grant in principle, subject to conditions, at the Grants Determination Sub-committee on 27 September 2018.  The Council was not in a position to make a formal offer of grant at that stage because the Church could not make the conditions for a formal grant offer, which is a full specification, drawings and three detailed quotes until after going to tender and a tender report written by the architect.  These items have now been received; they have been checked and found to be in order by the Heritage at Risk Projects Officer.

 

St Mary and Holy Trinity Church have been awarded a National Lottery Heritage Fund grant offer and have an imminent start date, pending approvals from TfL for highway access.

 

(a)  Without these works, the nationally significant Grade II* building would continue to suffer from damp and water ingress, leading to a further deterioration in the condition and appearance of the historic fabric.  Without the repair work, Historic England would also continue to retain the listed building on its Heritage at Risk register.

(b)  If the project goes ahead, the appearance of the church and the churchyard would be improved, enhancing the setting of the Fairfield Road Conservation Area.  Access improvements would enable regular maintenance work to the church, reducing long term costs.

(c)  The Church is one of the last remaining mediaeval buildings in the borough and it is a powerful contributor to a sense of place and continuity of the area.  If the project does not go ahead, aspirations to enhance existing and develop new community services for a wider audience may not be realised.  The project has the ability to contribute towards the theme ‘A Great Place to Live’ in the Community Plan to build a One Tower Hamlets.

15/04/2019 - School Uniform Grants 19/20 Academic Year

The report seeks approval for the continuation of the school uniform grant for the 19/20 academic year

 

This item is to discuss grants that would be distributed to households on low incomes. Finance is available within the budget, but permission is sought from the Grants Committee to distribute the funding in this way.

 

The grant sits between three directorates in which there have been significant changes since last year. In 2018/19 the grants were approved by the Corporate Director for Resources under her delegated authority. The current Director for resources has asked that this decision now be returned to the Committee as it is unclear how long the delegation was intended to last.

 

Once the decision is made, it needs to be advertised, households apply for it and payments made to enable uniforms to be purchased. A delay  in making the decision would lead to undue stress for residents who rely on this funding but would not know if they were eligible.

27/03/2019 - Phoenix School Expansion – Agreement to Complete the Deed Variation to the Grouped Schools PFI Contract

At the Cabinet meeting in November 2018, agreement was given to the expansion of Phoenix Special School. This included the redevelopment of the former Bow Boys School at Fairfield Road, E3 to provide accommodation for its upper school for pupils aged 14 – 19. Cabinet also approved the adoption of a capital estimate of £17m for the redevelopment works.

As the site at Fairfield Road is part of the Grouped Schools PFI contract, the Council needs to enter into a Deed of Variation to the Grouped Schools PFI contract for the works to be carried out. Agreement of the Deed of Variation is usually delegated to the Director of Children’s Services and the Director of Law, Probity & Governance, but was omitted from the report to Cabinet in November 2018.

An urgent decision is required to agree to enter into a Deed of Variation to the Group Schools PFI to enable the works to redevelop the site at Fairfield Road to be developed to provide the accommodation for the proposed upper school for Phoenix Special School.

19/03/2019 - MHCLG Rapid Rehousing Pathway and Rough Sleeping Initiatives 2019/ 20

The Mayor is being asked to approve three contract variations, two for the council’s commissioned Enhanced Rough Sleeping Outreach Service and one for the council’s commissioned Resource Centre for Rough Sleepers. 13/03/2019 - Aberfeldy WellOne

The Aberfeldy WellOne vision is a shared approach to health, wellbeing and community services to enhance health improvement and reduce health inequalities.

 

Delivery of the vision will drive the planning and implementation of services, operations, building design and fit-out of the Aberfeldy New Village development.  Within this space, the community will have a new state of the art health centre, new community hub and a café which will occupy the ground and first floor with a gross internal area of 1,366 m2.

 

The heart of this programme is to better coordinate primary healthcare services, alongside social care, public health and community health services to seek to improve both physical and mental health; as well as to reduce isolation, connect people and cultures, and support children, young people and their families.

 

This proposal focusses on the fit-out of the community café to complete the integrated health and wellbeing facility. 

 

The community cafe will be supported by an experienced independent operator in partnership with Poplar HARCA with a focus on quality and healthy produce. It will provide nutritious and affordable food with two or three world cuisine inspired dishes every lunch time. A wide range of dietary needs will be catered for with a creative, thoughtful approach.

 

The cafe will have high quality contemporary design with an open plan kitchen suitable for providing hot food at lunch or dinner. The café/gallery and health spaces will be indistinguishable from each other in design, look and feel with open plan access between the different areas.

 

A carefully specified professional kitchen, mood lighting, AV systems and a zoned audio system will further enhance the look, feel and functionality of the café and kitchen.

 

The intention is to create an actively curated mini gallery in the café, providing beautiful and thought-provoking art and fashion pieces created by local artists and designers, including work from the nearby Poplar Works fashion design initiative.

 

The cafe will be designed to be able to be used as a space for meetings and events. They will include hosting various health and wellness sessions for local people and volunteers together with NHS staff to build a powerful collective to support local people. Evenings will see the space utilised for various adult education classes and other wellness and community activities and form part of the WellOne Community Programme. When required, the whole space will be able to be transformed with dimmed lights and careful arts and music programming and showcase the best of East London artists.

 

The proposed WellOne Community Programme will initially seek to link with the café, available space in the ground floor of the Health Centre and the existing Aberfeldy Centre. Following completion, the Programme will expand to include the new Aberfeldy Community Centre.

 

The intention will be to grow the programme with a strategically phased approach with an emphasis on quality and engagement. Activities proposed include:

 

•           Employment Support and Skills development

•           Advice and guidance

•           Apprenticeships and Enterprise development

•           Talking therapies and mental health group sessions

•           Sport, fitness and dance

•           Children and young people

•           Social networks and groups

•           Complementary therapies and wellness activities (e.g. yoga, Tai Chi, reflexology)

•           An LGBT parent’s group

•           A gardening group

•           Workplace club with creche

 

 

In the March pre-grants scrutiny meeting with the Mayor the following questions were raised, and after careful consideration and in partnership with Poplar Harca, we provide the following updates:

 

1.    What scrutiny has this PID been subjected to?

a.    This proposal has been endorsed by:

2.    Clarification who owns the Assets?

a.    Poplar Harca is purchasing the freehold lease of the health centre, community hub and café and therefore all will be owned by Poplar Harca over the term lease of 150 years.

b.    GPs will hold a sub-lease with Poplar Harca on the health care space

c.    Specifically for the café space, Poplar Harca have offered a partnership agreement with the Council to secure the use of this space over a period of c10 years – this proposal has been suggested to Legal services and at the point of writing I am waiting for clarification from legal about how best to proceed

3.    Clarification on the protection of the space to be safeguarded as a community asset? for the Community :

a.    As explained above, Poplar Harca have offered a partnership agreement with the Council to secure the use of the café space over a set term.

4.    What health outcomes will be achieved through this initiative?

a.    Please see logic model that focusses on outcomes that will be achieved following investing in the community café.

5.    Can more information be provided on the background to s106?

a.    The s106 for this proposal will be made up from health and community s106.

 

Following April’s pre-grants scrutiny meeting with the Mayor, legal advised to not proceed through the grants process without a partnership agreement and outline business plan in place.

 

Therefore, we are in the process of obtaining the relevant sign-off of an agreement between Poplar Harca and LBTH that secures use of this space as a healthy community asset for a minimum of 10 years.

 

This project proposes to grant fund £500k to Poplar Harca, as such and in adherence to the LBTH Grants programme, we propose to ratify this decision both with senior officials also through the Grants process, including scrutiny and sub-committee.

01/02/2019 - Ageing Well Small Grants - 2019/20

This project proposes to grant fund £500k to Poplar Harca, as such and in adherence to the LBTH Grants programme, we propose to ratify this decision both with senior officials also through the Grants process, including scrutiny and sub-committee.

 

The Aberfeldy WellOne vision is a shared approach to health, wellbeing and community services to enhance health improvement and reduce health inequalities.

 

Delivery of the vision will drive the planning and implementation of services, operations, building design and fit-out of the Aberfeldy New Village development.  Within this space, the community will have a new state of the art health centre, new community hub and a café which will occupy the ground and first floor with a gross internal area of 1,366 m2.

 

The heart of this programme is to better coordinate primary healthcare services, alongside social care, public health and community health services to seek to improve both physical and mental health; as well as to reduce isolation, connect people and cultures, and support children, young people and their families.

 

This proposal focusses on the fit-out of the community café to complete the integrated health and wellbeing facility. 

 

The Community Cafe will be supported by an experienced independent operator in partnership with Poplar HARCA with a focus on quality and healthy produce. It will provide nutritious and affordable food with two or three world cuisine inspired dishes every lunch time. A wide range of dietary needs will be catered for with a creative, thoughtful approach.

 

The cafe will have high quality contemporary design with an open plan kitchen suitable for providing hot food at lunch or dinner. The café/gallery and health spaces will be indistinguishable from each other in design, look and feel with open plan access between the different areas.

 

A carefully specified professional kitchen, mood lighting, AV systems and a zoned audio system will further enhance the look, feel and functionality of the café and kitchen.

 

The intention is to create an actively curated mini gallery in the café, providing beautiful and thought-provoking art and fashion pieces created by local artists and designers, including work from the nearby Poplar Works fashion design initiative.

 

The cafe will be designed to be able to be used as a space for meetings and events. They will include hosting various health and wellness sessions for local people and volunteers together with NHS staff to build a powerful collective to support local people. Evenings will see the space utilised for various adult education classes and other wellness and community activities and form part of the WellOne Community Programme. When required, the whole space will be able to be transformed with dimmed lights and careful arts and music programming and showcase the best of East London artists.

 

The proposed WellOne Community Programme will initially seek to link with the café, available space in the ground floor of the Health Centre and the existing Aberfeldy Centre. Following completion, the Programme will expand to include the new Aberfeldy Community Centre.

 

The intention will be to grow the programme with a strategically phased approach with an emphasis on quality and engagement. Activities proposed include:

 

•           Employment Support and Skills development

•           Advice and guidance

•           Apprenticeships and Enterprise development

•           Talking therapies and mental health group sessions

•           Sport, fitness and dance

•           Children and young people

•           Social networks and groups

•           Complementary therapies and wellness activities (Yoga, Tai Chi, reflexology)

•           An LGBT parent’s group

•           A Gardening group

•           Workplace club with creche

 

 

In the March pre-grants scrutiny meeting with the Mayor the following questions were raised, and after careful consideration and in partnership with Poplar Harca, we provide the following updates:

07/12/2018 - Non UK Rough Sleepers and Complex Couples who are rough sleeping

The first grant is for £15,000 to Praxis to fund supported bed spaces for non-UK nationals with complex and unresolved immigration status who are rough sleeping in Tower Hamlets. The second grant is for £30,000 to St Mungo’s to provide intensive specialist support to hostel staff and rough sleeping couples in Tower Hamlets based on new research into working effectively with rough sleeping couples.

 

Both Grants will:

 

•           support the council’s aim to end rough sleeping.

•           provide rough sleepers who have very limited accommodation options with support, housing and hope for the future.

•           enable the council to use and employ specialist agencies to work with identified cohorts of rough sleepers.

•           help reduce anti-social behaviour that is associated some rough sleepers. This reduces the number of complaints from the community and resources employed by community safety.

•           ensure that the council continues to lead in testing and implementing evidence based innovative approaches when working with rough sleepers.  This is good for clients, the community and the council’s reputation.

27/11/2018 - Ocean Regeneration Trust / Harford Street Community Centre: grant funding 2018 - 2021

This report updates Grants Determination Sub-Committee on the successful work of Ocean Regeneration Trust (ORT) in bringing socio-economic improvements and investment into the Ocean area.

The report requests:

• allocation of grant to ORT for 2018/19, funded, as previously agreed , by revenue from the existing shops on the south side and new retail units on the north side of Ben Jonson Road; and

• allocation of grant for the period 2019 – 2021 (funded by revenue from the new retail units on Ben Jonson Road) to fund ORT’s ongoing projects for this period, and specifically to enable ORT to take on a 3 year lease from the Council to manage the Harford Street Community Centre.

The provision of these grants will enable ORT to meet its commitments for 2018/19 and will formalise the funding arrangements which have long been envisaged for ORT to continue its programme of community projects.

The decisions requested will also underwrite the estimated costs and associated risks for ORT in agreeing to take on a lease of the Harford Centre, in order to manage and develop it with greater focus for the needs of the local community.

ORT was set up in accordance with New Deal for Communities (NDC) succession and legacy requirements as a vehicle for ongoing local regeneration. The Council retains overview via a seat on its Board and close officer involvement.

The work was completed on 29 June 2018 and has met all the grant payment criteria - the architect has issued a certificate of practical completion (appendix 3) and a council officer has visited site to find the work completed to a satisfactory conservation standard (appendix 4). The grant can now be processed for payment. There is some urgency as payment to the church is overdue and they have requested payment be made as soon as possible to help their financial situation in the run up to the second phase of works at the church which will see the building be removed from the Heritage at Risk register.

Approve the grant funding of £1,502,608 to NHS Tower Hamlets CCG to deliver ICT infrastructure and digital access for health facilities across the borough.

 

Tower Hamlets is one of the most deprived boroughs in the country and the population is expected to reach nearly 315,000 by 2020, increasing the demand for GP services. There is a clear need for GP services to work differently to meet the challenges of a growing population and a constraint on resources. Primary care workload is around 33% more than current funding can pay for, and 86% of GP staff believe general practice will need to change to meet future demand.

 

The project will provide ICT infrastructure to help manage demand for face-to-face GP appointments. The provision of technology will allow patients to check their own vital signs and answer clinical questionnaires away from GP appointments, while remote access for GPs will allow for smarter working arrangements to take non-clinical tasks away from clinical spaces, and new front-line technology such as phone systems, check-in screens and tablets will improve patient flows and efficiency.

 

The project will also aim to improve the accessibility of health services through digital mediums. It will develop full online registration for GP services, which will then be accessible at any location without the need to attend the practice, in order to tackle a large unregistered population. This will be integrated with tablets at practices and urgent care centres to enable easy access for more vulnerable individuals. It will also be provided in multiple languages to target those populations less likely to be registered.

 

Further to this, a Tower Hamlets Health app will be developed, with the aim to provide a single point of access for Tower Hamlets health services, allowing patients to take GP appointments online through the app, to book face-to-face GP appointments and to be signposted to LBTH health improvement services.

 

This all aims to create a GP network which is more dynamic, increasing capacity by reducing the need for face-to-face GP appointments, and modernising to appeal to a more digitally active population.

The current monitoring arrangements were agreed by Commissioners in 2015.

 

Representations from the Voluntary and Community Sector have been that monitoring arrangements are not proportionate, resource intensive and divert activity from delivery to monitoring administration. 

 

The council’s recent LGA Peer Review recommended that proportionate monitoring arrangements be considered.  The LGA Peer Review recommended that officers work with Internal Audit to develop more proportionate monitoring arrangements for grants.

 

The first period of the Mainstream Grant extension ends December 2018.  The new procedures need to be agreed and in place ready for the reporting cycle from January 2019.

16/08/2018 - Informal offer of Historic Buildings Grant to St. Mary and Holy Trinity Church

St Mary and Holy Trinity Church have requested a Historic Buildings Grant from the Council to contribute toward partnership funding for a larger Heritage Lottery Fund grant.  If the church does not receive sufficient partnership funding before the HLF deadline on 2 November 2018, then the HLF may withdraw their grant offer and the project may not go ahead.

 

A formal offer of grant cannot be made at this stage because the Church cannot meet the conditions for a formal grant offer, which is a full specification, drawings and three detailed quotes until after going to tender and a tender report written by the architect.  Once these documents have been received (expected October 2018) and found to be in order then a request will be made to the Grants Determination Sub-committee to make a formal offer of grant to St. Mary and Holy Trinity Church.  In the interim to help secure the HLF grant offer, permission is requested to write a letter of comfort to the Church to communicate the Council’s willingness to offer a Historic Buildings Grant of £30,000 in principle, subject to conditions.

 

(a)       Without these works, the nationally significant Grade II* building would continue to suffer from damp and water ingress, leading to a further deterioration in the condition and appearance of the historic fabric.  Without the repair work, Historic England would also continue to retain the listed building on its Heritage at Risk register.

 

(b)       If the project goes ahead, the appearance of the church and the churchyard would be improved, enhancing the setting of the Fairfield Road Conservation Area.  Access improvements would enable regular maintenance work to the church, reducing long term costs.

 

(c)        The Church is one of the last remaining mediaeval buildings in the borough and it is a powerful contributor to a sense of place and continuity of the area.  If the project does not go ahead, aspirations to enhance existing and develop new community services for a wider audience may not be realised.  The project has the ability to contribute towards the theme ‘A Great Place to Live’ in the Community Plan to build a One Tower Hamlets.

Tower Hamlets is one of the most deprived boroughs in the country and the population is expected to reach nearly 315,000 by 2020 . Both NHS Tower Hamlets Commissioning Strategic Plan 2012 – 2015 and the Tower Hamlets 2016 - 2020 Health and Wellbeing Strategy highlight the development of health premises and the refurbishment of facilities as key to supporting both the integration and localisation of services linked with local area partnerships. The Commissioning Strategic plan describes the course of action to improve health outcomes for the local population and has a commitment to improve the quality of life for everyone in the borough by working in partnership with key stakeholders including the London Borough of Tower Hamlets.

 

Rapid population growth, stimulated by new residential development, is driving increased demand for healthcare provision in the affected localities. The proposed new health facilities and expansion will help build the extra clinical capacity that will be required to meet the increased demand for primary care.

 

Given the difficulties in obtaining new premises and the space and financial constraints on primary care services, the capital investment will enable GP Practices to increase their appointments and clinical capacity.

 

This project will allow a greater level of service to be offered to patients. The proposed works to be undertaken to Island Medical Centre will provide:

 

·         Four additional modern treatment rooms.

·         Extra clinical capacity that will enable the practice to expand its patient list by a further 5,472 over the next five years to 2022/23.

·         28,800 new patient appointment slots in the South-East Locality, based on a utilisation rate of 60%.

·         An expansion of the primary care workforce in the South-East Locality, equivalent to 1 GP per 1,800 new patients.

 

Finances will be spent in accordance with the s106 obligation and will deliver projects identified and agreed with the contributors in compliance with the s106 agreement.
