Extension and variation of an existing Public
Spaces Protection Order in the Ropemakers Field and Thames Pathway
areas. (Sections 59 - 75 Antisocial Behaviour, Crime and Policing
Act 2014)
Reasons for the decision:
An initial Public Spaces Protection Order
(PSPO) to deal with antisocial behaviour (ASB) was put into place
in May 2018 for a period of three years. It was enforced by both
council and police officers giving them the opportunity to deal
with a range of ASB under the powers provided by the PSPO within
the defined area. Before the expiration of this order, a local
consultation and data analysis was undertaken to assess whether to
extend or vary the order or leave it to lapse and not be renewed.
The analysis and consultation confirmed the need to extend it but
with some amendments to some of the conditions and a small
extension of the designated area to incorporate a short pathway
near Milligan Street.
Alternative options considered:
1. Keep the order as it was originally drafted
and extend for three more years.
This was rejected because some of the conditions were no longer
relevant and the area included required minor extension.
2. Not extend the order and allow it to lapse.
This was rejected because the consultation and data analysis of its
use and effectiveness confirmed that without the order, the
opportunities to use the powers provided to both council and police
officers would no longer be available to tackle the ASB in the
area.
