Re: Petition to Council regarding Bartlett Park and Planning Consultation
Thank you for your petition raised at Full Council on 13th November regarding the above.
There are no current planning applications or recent planning decisions affecting Bartlett Park. The Council carried out public consultation on the earliest stages of designs for improvements to Bartlett Park in 2012. Work on the proposals was paused and then recommended in 2016 on the same basis as the earlier consultation. In 2018, further consultation was carried out about the inclusive playground, targeting parents and children with disabilities. A further stage of consultation took place in early 2019 about the Adventure Playground site, and there was statutory consultation associated with the closure of Cotall Street.
I understand you have had extended communication with the Council’s Parks and Open Space Service about the scheme for Bartlett Park.
In relation to public consultation on planning applications, the Mayor in Cabinet recently approved an updated Statement of Community Involvement (SCI) which sets out how the Council will consult and engage local communities and stake-holders on planning applications and other planning matters. The SCI explains how the Council will go beyond the statutory minimum requirements set out in national legislation.
There are a variety of ways in which people can find out about planning applications;
• Neighbour notification letters;
• Site notices;
• Press notices in the East End Advertiser;
• By using the on-line planning public access system to search
for an application, to track an application’s progress and to
submit comments;
• By subscribing to the weekly list of applications received
and decided through the Tower Hamlets residents newsletter
e-mail.
Residents and others can have their say by submitting comments
directly on-line, by e-mail or by letter and by registering to
speak at the Development or Strategic development Committee, if the
application is to be determined by them. Evidence shows that people
do engage in the planning process and make their views known. It is
incorrect to say that people invariable only know about planning
applications after they have been passed and approved.
